This new component of the 2006 PCT was announced on cyclingnews.com on July 20th. The NRC event application had an event called the New York Pro Cycling Tour slotted for August 7-13, so that may have been referring to this same event. However, the UCI calendar mentions neither race so we'll likely have to wait for the NRC schedule to see if this race is real.
